Not allowed to swim on land

The "NO SWIMMING" paradox...

There are "NO SWIMMING" signs all around Ontario Place but the lake is not part of Ontario.   So the signs don't apply to the lake, and thus the only person violating the rules is the child in the wading pool on land.

But if the wading pool is below the high water mark, i.e. outside the Province of Ontario, is the child even violating the rules?
